About WELCA:
West Lochwood Civic Association (WELCA) is a Covenant controlled community located in unincorporated Jefferson County (District 1) and surrounded by the City of Lakewood. The Civic Association was established in 1970. The Lochwood neighborhood is fully built out and contains 669 single family homes built by the Wood Brothers. Home are both two story and ranch styles along with a few larger custom homes in a variety of architectural styles.
The neighborhood consists of diverse households from young families to empty nesters, with well maintained homes.
We are a Civic Association, which mean our covenants are mandatory to follow, but our dues are voluntary. The Civic Association is managed by a Board of 11 volunteer homeowners. Civic Association dues cover common area maintenance costs such as seasonal community events, newsletters, and landscaping.

What is a Civic Association?
A Civic Association is different from an Home Owners Association (HOA). In A Civic Association the Covenants are mandatory for all home owners to follow and be enforced by the voluntary governing board, but annual dues are voluntary. In an HOA both Dues and Covenants are mandatory for home owners to follow.
The WELCA Association Board:
The WELCA Association board is made up of home owners who volunteer their time to serve our Lochwood Community. If you are interested in volunteering time at a community event, help distribute flyers, or serve on the board of directors we welcome you.
Realtors and Homeowners:
WELCA has covenants that apply to all homeowners/residents. Home owners are responsible to make sure renters follow the covenants.
WELCA 2026 Civic Association Monthly Meetings Schedule:
All residents are welcome to attend the monthly meetings. Our Board Meetings are typically held the first Monday of each month at the St Joseph's Episcopal Church (11202 W Jewell Ave) and last approximately 1 hour.

Our Mission:
2026 Event Dates
The purpose of the Incorporation was identified as “to work toward the betterment of and to combat deterioration in its area; to aid, assist, represent and advance the interests of the residents and owners of its area of membership; to adopt, formulate and carry out any and all protective covenants necessary and proper for the accomplishments of the purpose set forth in the Certificate of Incorporation.”
All events require volunteers (except Garage Sale). Please contact a board memberin advance for details.

Time: 7:30 am to 12:00pm (noon). Please note- Roll-Off dumpster will arrive after 7:00am.
The 2026 WELCA Spring Clean up Day will be Saturday, June 13 from 7:30 AM to 12 Noon.

from 7:30 am to 12 noon.
WELCA residents are encouraged to take some time to clean up outside and inside to dispose ofunwanted items that your trash service may not collect. This is your chance to do some yard, garage,and house cleaning. Please bundle tree limbs as much as possible – it make for much speedier andcleaner unloading.We cannot accept or dispose of electronics, (including Televisions and old computer monitors orcomponents), hazardous waste, chemicals (paint, lacquers, mineral spirits etc.) Appliances and metal are now accepted as we have metal recycling.This is a lot cheaper than a trip to the dump. This event is free for those who have paid their 2026 WELCA annual dues of
$40.00. You can also pay your dues that morning if needed.It would also be appreciated if you can stay and help unload your into the dumpsters for a few minutes
